The BLEC's Mission is to engage and serve individuals of all ages and backgrounds, focusing on advancing health, education, and economic empowerment. We are committed to improving the lives of residents in Lexington and Richland counties, as well as neighboring communities throughout the Midlands of South Carolina. Our goals are centered on human service, fostering community, cultural service, sustainability, and partnership.

Mission and Purpose:

The Brookland-Lakeview Empowerment Center (BLEC) is a major initiative of the Brookland Center for Community Economic Change (BCCEC), a non-profit organization with the mission of mobilizing support of health, education and economics to improve the quality of life for the citizens of the area.

Existence and Core Services:

Since 2004, the BLEC has provided a wide range of health, education and socio-economic empowerment programs that benefit low-to-moderate income families in the community. BLEC serves over 25,000 individuals annually through its various programs and services to include academic enrichment programs, mental health first aid training, workforce development training and support, case management services, historic preservation support, pedestrian training, and food distribution programs.

BLEC also has earned a four-star rating for financial accountability by Charity Navigator, a renowned nationally reputable organization that evaluates the financial health, transparency, and accountability of nonprofit organizations.
